on my machine WinDefend service was stopped because my AV is Kaspersky Internet Security I manually started the service, the defender, updated its databases (or whatever it is) and after that KB5007651 installed without an error I guess WU can't install it because Windows Defender is disabled or not updated
I want to clarify that to avoid any doubts about the integrity of the operating system or corrupt files, I performed a clean installation. I downloaded with Media Creation Tool, the ISO of W11 (buil318) and installed on a virtual machine, the problem occurs, so it depends on Microsoft. I hope it releases an update compatible with all PCs, for the moment I have hidden it.
