Has anyone experimented with 'Windows Restricted Traffic Limited Functionality Baseline' ? Is it possible to make it not block basic apps like notepad, paint, photos, etc. ? I've skimmed through the files and looked at the modified gpos and registry entries and I can't determine which ones might cause this.

Normally dont see this, (and haven,t with previous updates), BUT this update, has made a difference. System is noticeably a lot faster and quick. Quite impressed.
.NET 4.8.1 is likely a marketing upgrade, so they don't be obligated to add the improvements (which may not be fully compatible) to all .NET 4.8 supported OSs

if you want to stay on ndp48 then you only need KB5017024 if you want to upgrade to ndp481 then you need to install base ndp481 KB5011048 and cumulative update KB5017029 ndp481 don't have any compatibility issues according to Microsoft
