Could be an outdated WinUI framework version (or a similar unsatisfied dependency). These are constantly updated through an OS' lifetime, but that stopped entirely for 21H2.

Same thing happening with .3260 and .2538. Seems to be happening to outdated windows version releases for both windows 10 and 11. It safe to say Carlos (staff member) is right about this and end up the discussion here, I won’t be adding anymore input unless it somehow gets fixed in the future or someone comes up with a fix to it, cheers !
Update : Microsoft store received an update to 22603.1401.17.0 and the store is opening fine again, seems like the issue was with the previous 22603.1401.16.0. Managed to manually update the store through store.rg-adguard.net
