It's not new build, but it behave like new build. It has the same categories in the official blog like in new build : Change and Improvement Fixes Known issues
The core build which is 22000 is the same but it's getting updates via Cumulative Updates (CU) that why at the title you can see 22000.XXX

Could we please just get back on topic? I can't believe we're fighting over a PREVIEW version of an operating system. What will the RTM version look like? Nobody knows. When it comes out, then we can bitch and moan. At the moment they are just trying out different things, to see what works and what doesn't. Most of us aren't even supposed to be looking at these versions. Most of the hate I'm seeing is about the unfamiliarity of the GUI. That has always been the case, with every new OS and app. Remember how much we bitched about the ribbon in MS Office? There is always a temporary loss of productivity when a major GUI change comes along. Things get moved around, and we have to hunt for them in unfamiliar places. That has always been the case - with any OS, and any application. Pick up a friend's Mac, or pop in a live Linux distro - you get the same unfamiliarity, the same loss or productivity, and it's all because of the unfamiliarity of the GUI. A Mac can do anything a Windows PC can, and probably do it better, but it is unfamiliar to me and that really hurts my productivity. It is not the Mac's fault - it is mine, because I'm not accustomed to using a Mac. If productivity is really important to you, run both Windows 10 and Windows 11 for a while - until you're just as productive in Windows 11. Use Windows 11 as much as possible to get used to the new GUI, but if you need to get some work done in a hurry, go back to Windows 10 and do the work there. I do exactly the same when trying out a Linux distro - I can do simple tasks like browsing, but if I suddenly need to do some work, I go back to Windows because that's where I'm most productive. I know where everything is, and I don't waste time looking for things.
