Would suggest you remove or edit your screenshot, e-mail address visible. Zoom in and you can make it out. What you call "silly drag n drop issue" was merely a suggestion to try and resolve your problem. Still looking, but just read that network and volume icons can no longer be turned on/off in Win 11, so I guess that may suggest a deeper problem. Have you tried re-installing any appropriate network driver? Is there any ethernet cable connected? Also seen suggestions that ppl have pulled that and the wi-fi icon suddenly appears, albeit in Win 10.
It is annoying to see sometimes when some of these YouTubers with large number of followers say so. They say it as though they are forced to make use of the UUP files. There is nothing wrong with advising people to be careful with what files they download online but over-picky is just over the roof top for the way some of them are doing it.
If it isn't merely a hidden icon problem, could be the wlansvc that needs to be restarted It that also fails, removing and rededetecting the wificard from the device manager should fix the problem for good

Isn't matter of plausible or not. here Your problem can have many cause, the most obvious/common (aka the most plausible) was the hidden icon, it wasn't that? Dig deeper When You'll finally find the problem you may realize that less plausible (less common) and correct aren't mutually exclusive options.
