Here are my WPs & Theme folders, I left the themes in the (WP) folders to save space in the below image. These are from Windows 11 SE 21H2 Build 22000.434

Any chance in performing a DISM /apply-image of the Enterprise build over Windows 11 SE would not break too much? Is it a combination of what is written to the TPM and registry entries that enables the restrictions? Thanks!
windows 11 se theme are flower light and dark ( windows 11 edu theme include windows 11 SE flower dark and light + planet dark / planet lights / sunset dark / sunset lights)

I tried updating W11 SE to 22H2 w/ WU but no joy. It did update w/ a CU to Build 22000.1281 though. In the Windows/Web/Wallpaper folder it has a new "Spotlight" theme available w/ a pretty image (both attached below, img14 is resized down)

i was wandering that also thats why i was asking @pm67310 to post the web/wallpapers folder and also the themes folder. when i install them on windows 10 the theme are put in ( C:\Users\USERNAME\AppData\Local\Microsoft\Windows\Themes ).
I found that the 22H2 Pro & SE all have the same (35) images in the Web folders Sorry about the alignment as I opened the group in Office Picture Manager & they were grouped by that application.
