OK. I have an idea for this. Those updates maybe just psuedo-update packages, used only for testing the Windows Update system. I guess some MSFTie just took the mspaint package from 9375, modified its version number, and put it onto Windows Update server to test how well the system works. If so, then the version number 9599 maybe totally bogus.

Nobody knows till now AFAIK, so it's possible will be either of that or even on line Installation/Upgrade. It's just 12-13 days ahead to get the figure to known!
Hm, as far as the rumors go, it was said, that the preview can be used as an update on current W8 but later, when 8.1 RTM comes out, there is no way to do an update to RTM. Using the RTM as update for old W8, this is said to work just fine. So I cannot recommend to do an upgrade from 8 to 8.1 preview ! I even don't think that the preview will be offered as an upgrade but only as iso from where you can choose either try the upgrade or make a clean install on VM or other drive. Two weeks and we know
You can upgrade to the Preview, and the Preview can be upgraded to RTM later, but you will need to reinstall all Apps. This is true even if you rollback to 8 RTM before upgrading to 8.1 RTM. Note that directly upgrading from 8 RTM to 8.1 RTM will not lose anything.
