For me the 9442 was unchecked(although listed as important), but after install it didn't show 9442-1.
Why not try clearing the Windows Update Download directory? %windir%\softwaredistribution\download Then restarting the windows update service. This may do the trick
I called it "9442-1" because that was how it was named in the WZOR Spring 2014 Updates I downloaded from their site.
I have a Dell laptop that I installed the WZOR stuff on 3/7/2014. When I look at "Installed updates", 9442 is listed twice. Yet, when I just now did a "Check for updates", I see 9442 yet again on the list. Why so many of this update, or why do no other KB's appear as redundant?

Okay, so build 17031 is RTM, final, permanent and will never change, "cross your heart and hope to buy OS X"?
Just re-installed Windows 8.1. Did all updates (40ish) from Windows Update. Did 5 of the 6 updates from Update 1 (KB2919442 was already installed from WU) without issue. Pretty sure it's already been mentioned, but I'm just throwing my experience out there
