Seems some guys didn't realize the whole point in this KB2941455 thing. The KB itself is trivial, and it properly won't change any build nos.; what it said in the "additional files" section means that it could be installed on a win8.1 build 9600.17042. AFAIK, KB's usually refer to the "base version"(version displayed in DISM), currently in my win8.1Pro, msinfo32 reports 9600.16500, DISM reports the RTM 9600.16384. i.e.: On Mar 9, KB294155 is eligible to be installed on an existing win8.1 build that reports a base version 9600.17042 ..... need I say more?
It's not saying that though. In the "Additional Files" section, it's just saying that the build # on the components contained in that particular hotfix is .17042. As murphy78 and abbodi1406 have mentioned, all applicable hotfixes/updates released after KB2919355 will have components with higher build numbers than contained in KB2919355.
I don't know, previously Windows Blog would announce RTM and also release dates about a week after sign-off, there's a cloud of mystery over the whole thing this time. And also, many people had mixed-up RTM with GA, in win8 and before, there is no difference, the GA version is the RTM version, but for win8.1 in last Oct., GA is RTM+rollupA. I've always said that, I am talking about the release version that will hit MSDN, so it could be 17031, or 17031+rollup, or even going to a extreme case, since MS has not officially (or un-officially) announced RTM, they could always make another RTM, no-one could be sure of anything until there is a official release.
