No you can't. You can have a CPU with it or not. That is Yes baremetal HVisors requires it. W/O it you can use a classic virualizaztor like VMware or VBox but with a lot of limitations (slow and 32 bit guests only)
OpenOffice has a portable version, i have the installer version but it can be run portable, so could be added to the mounted wim. Dont know about libreOffice though.
It's not matter of expensive. It's matter of time A lot of top level machines, say thinkpads Xseries or dell Latitude E series from 5 years ago are still great today, by many parameters, better than a brand new Acer or alike but lacks the SLAT. Not a drama given Vmware and Virtualbox works very well, and they are better suited for client use, but it still unpleasant to know that something that mostly works is blocked "artificially".
I see that server 2016 had adobe flash package, but it does not show under control panel, like windows 10, and in ie11, I see no way to turn it on, it is not listed under manage add-ons, what security policies are blocking flash here? thanks
I don't care about the version for explorer, but the PPAPI version for Vivaldi/Opera 15+/Maxton/... can be installed just downloading the full installer instead of the hideous mininstaller, the same is true for the NPAPI version for Firefox/Opera 12/Palemoon and so on, so I guess that also the Activex version for IE will install w/o problems.

It depends on what you mean for installed. Files present in sxs are't necessarily installed, they are available to be "installed" (hardlinked) to the correct place (windows /progamfiles/whatever), using dism, the server manager or the windows component panel on clients or a powershell command. In win server large part of the system is not installed, given the endless list of optional feature it has. That's because the system is small and light, but it's wim is larger than w10 one.
So i guess this cpl file is just present in sxs, but how to add it to control panel, maybe take the package from W10 and using dism to add, i don't know. EDIT: i'm sure @xinso could make it
