Windows 10 does require those functions to work otherwise it boots to a 0x5D BSOD. As for the CPU, if it is an Intel then it needs to be a Pentium 4 based on the Prescott core (this includes all Pentium 4s with Hyper Threading and the P4 630, 640, 650, and 660) or newer and if it's an AMD then it has to be a Atlon 64 or newer. To check just enter the BIOS and the CPU model should be somewhere in there.
