To be honest I don't mind the perpetual Beta state so much as I mind having to install a new build so early after what was no long ago considered RTM by the Internet, i.e. the "accident" build. We didn't know that 17133 had some major bug either, hell, if I knew that, I would not have installed it, obviously. At least not until Microsoft decided to tell us. I know this is the exception and not the rule, but it's somewhat hard to trust anything but a clear official statement, nobody wants to reinstall the OS and the apps again and again.
But why would you do that with RS4? You're missing out on it's strongest point: streamlined and fast upgrade process! I and many others have done in-place upgrade from 170x keeping files and apps and had no issues whatsoever. It even prevented a small bug that only happen on clean install. One more build, and that's it!
Anyone here at MDL knows what was the game-breaking bug for 17133.1 build , anyway !? Btw I know I won't install RS4 until it will reach GA status. Damn Microsoft and their software quality control...
I never trusted these "full upgrades", although I must admit that when I performed a 8.1 to 10 upgrade to keep my license it worked OK. For some reason, I want it to be "fresh&clean", so yeah, that means removing the partitions and installing all new. I think it's a pretty decent practice for each of these new versions, once every 6 months or so. Never trusted Windows to perform normally on long term installations either.
I heard there were some random BSODSs due to a built-in kernel driver (sensor?) in some configurations (2-in-1 device) as well as Microsoft's own upcoming Surface. In any case, it was reported in the OEM channel and not by Insiders as Microsoft lied about in the blog (pr move to reassure the already shrinking insider base).
USB sticks can be formatted as single partition either by having a partition table (MBR) or without one, in the old floppy style. There is a fundamental difference between having MBR or not. Actually not having MBR, does not even qualify the container as a partition, but for simplicity of language, one can call it partition. Your method is fine too, only that there are two separate things. There is a piece of software which would show clearly the difference and allow various configurations, with limitations in Windows 10. It is called Active Partition Manager 1.3.012. It will crash if you have a GPT disk attached though.
So can we get enterprise link for the RTM build in the OP? I want to clean install already without having to log in using windows insider??
I did a upgrade to 1733 myself and got stuck at the boot screen and the same again on a clean install. So I went back to 1709 and now playing the waiting game. I think a CU will be released between now and Tuesday to insiders for testing before the now May 8th release. I'm sure when we get our hands on the CU all doubts will be put to rest this time around. I don't know why Microsoft has been so quiet about this release besides they know they messed up big time with this. I think they will push it out so they can start talking about RS5 and put this behind them. Most of the public don't even know about RS4 yet, so that could be another reason for them being quiet. Now they can sweep this under the rug so the public don't panic about this messed up release and the problems it brought.
They didn't really mess up, nothing was officially put out by Microsoft. And anyone on insider levels shouldn't be using it on their primary machines anyways as it includes unstable releases.

I just searched UUP dump an hour ago. Selected "retail" at channel and downloaded everything. After conversion the release file was named like this: 17134.1.180410-1804.RS4_RELEASE_CLIENTPRO_OEMRET_x64FRE_EN-US.ISO So it appears that the official 1804 is finally out? or am I crazy? I installed it onto a machine and it appears to be working just fine.
No more "Add Language" in Control Panel? Everybody is talking 'bout "RTM". But I just cannot find it.
