I wish you were right, however I have this problem on new 100% AMD configurations and ..... an infinite loop at reboot. So it's not related to the age of the configuration or the intel hardware. It seems the problem of the spectre/melttown intel patch that was crash some AMD configuration :-(

Apparently from RS4 there's a new service called 'Function Discovery Resource Publication' which machines use to publish themselves on the network. Try setting that to AUTO (and ensuring it's started of course) on all the missing machines, see if it helps.
I have the same problem. I think the same that you. There is something that is not working well. . . .
It disables notifications when a fullscreen game (or other stuff you have configured) is detected, and then presents them all at once after you're out of it. But for some reason, ATM on some machines causes that problem.
Guys, for those who still get "Windows Insider Program manages this option" red message via Diagnostics & feedback under 17134.1, this can be removed using Local Group Policy. 1. Open the Run dialog box and type in gpedit.msc <<NOTE: As far as I know, this can only be done in Professional, Education and Enterprise editions. Not sure about Home. 2. Navigate to Computer Configuration > Administrative Templates > Windows Components > Windows Update > Windows Update for Business. 3. Double click on Manage preview builds, set it to Enabled and set the behaviour to Disable preview builds. Click Apply and OK. When you go back to Settings > Privacy > Diagnostics & feedback, under the section "Feedback frequency" you will no longer see the red message "Windows Insider Program manages this option" and finally you can set to Automatically (Recommended), Always, Once a day, Once a week and Never. (see Capture1.jpg) Hope this helps
