    Update
I spent most of the day trying to fix the drive

Bitlocker is part of Win10 Pro edition, but some features are also implemented in Home edition.
I did remove crypting using the <Disable-BitLocker -MountPoint "D:"> command in PowerShell

<Attributes volume clear hidden> still raises the error:
"DiskPart has encountered an error: Incorrect function
See the System Event Log for more information."
    System event log:
    "VDS Basic Provider" "Code d’erreur : 1@01010015"

    Tried both cloning and backup/restore

Back to square one, still searching ...

    Final update

Spent another day fiddling with Macrium Reflect and AOMEI Backupper Standard
    No joy

I finally succeeded using the built in ROBOCOPY Windows command
    ROBOCOPY /MIR /COPYALL /NP /R:5 /W:10 E:\ D:\

My D: drive letter is now surviving reboots
I am still wandering what was the problem

If you have saved the log then you could have checked if robocopy skipped some files.

    Unfortunatly I didn't
I checked each root directory property for 'size' and 'files number'
    that was OK

I think it's time to upgrade to LTSC 2019
the LTSB 2016 it's broken at this point, with non functional updates that take more and more time to install when an new CU is released, and etc.
I ditched LTSB 2016 as an option literally, my options for install are W7, W10 LTSC 2019 or W10 1903
