You can activate en_windows_8_x86_dvd_915417 with volume key. The difference in both ISOs is that you can install en_windows_8_pro_vl_x86_dvd_917830.iso without key and later activate it, but en_windows_8_x86_dvd_915417 need key during start of installation. Rest of both are same. Both can be activated with Retail/Volume/DreamSpark key. For en_windows_8_pro_vl_x86_dvd_917830.iso, you need to change key via command line and then it will be activated. So difference is only in ease/difficulty of activation. Nothing more than that

Still, it is weird that the Pro VL iso is smaller by 100 MB, although it has embedded KMS key in it.

The difference (smaller size of Pro VL) may be due to high compression of that ISO or it may be because it is 'Volume' and Microsoft wants to keep the 'Volume' small
