Not really sure if this is a Windows 10 Forum topic or 8 Forum topic.....

I use Windows 8.1 Pro Media Center and at this point in time I can not use the Windows 10 Preview in it's current release.

Is there anyone working on porting the new native codec support in Windows 10 back to Windows 8.1 for us Media Center users?

Ideally it would allow for native streaming of MKV and HEVC to Xbox 360 Media Center without the need for installing packs like Shark007 -- which works well, but still is a 3rd party solution with updates nearly every week.

Also, it would be interesting to know if these new codecs are just for decoding or are they built for encoding and transcoding too?

HEVC is a codec, but mkv is not - just a container. If you install Haali you can play in WMP with windows codecs in Windows 7, 8, 8.1
Also even in Windows 10 is not working well - some movies don't play. The support has just appeared in 9860 and today Microsoft confirmed they will implement mkv support.

Build 9879 ships with an encoder "mfh265enc.dll", so encoding and transcoding will be supported.
