Does anyone know which Windows 10 LTSB or LTSC ISO version comes with Windows Ink Sketch Pad,
and is fastest or lightest in terms of RAM and CPU usage?

I never heard anyone manage to port Sketch Pad to Windows 7 but a less bloated LTSC
might be the next best thing as normal windows 10 has an even crazier amount of telemetry. ;)

Unrelated to your direct question but you might find this information useful anyway (if I judge by your username).
I have tested different LTSB/C versions and found the LTSB2016 to be the best /more worth it to use if you hate win 10 and you want to be on the most Seven like experience while supported.

Visually 2016/2015 are the closest to Seven you can get from a win10 build. For example different presets (high performance balance and power saving) are still supported. It maintains largely the old GUI style (for example on the computer properties).
The main difference that I found between 2016 and 2015 is that 2016 supports .net4.8 while the other is stuck on 4.6.2.

Oh one more reason is that I was able to update those two version by whitelisting only windows update related services in my firewall while in lets say 2019+ I had to temporarily disable the firewall all together.
Downside is that WSL is in beta in those versions you probably don't need it though.

In general the oldest release will be the fastest, only 2015 LTSB is a bitch to update and was replaced by 2016 LTSB just a year after the release, 2016 LTSB is the recommended build for old/ancient hardware.
