This is a big issue in 10 and I don't know why they thought it needed to be changed, if you are an administrator that means you control it and you should be able to do anything you want without scripts or anything else.
I never once had a problem deleting any file on C before 10. A new wrinkle was added 8 where you had to hit continue but it still deleted it.
My Win 10 recycle bin often won't empty if it has a lot of files in it - just a few MB and it's fine, but a few GB and it takes two attempts
