Yes, it's part of the Windows SDK. And it actually does support PRIv2 files of Windows 10. When I tested it earlier I accidently used makepri from 8.1 SDK.

There is something wrong with the command promp, if i run any command like dism to mount a wim file or even a simple commmand "gpupdate /force", sometimes it seems to take ages to execute, and i need to keep hitting enter to wake it up to complete the command. It's like the "command prompt" sleeps and you have to wake up...did this thing happened to some of you?
