I have the same issue here...
Just one question... is your pc intel based?

I think it has something to do with vga drivers.
Mines atom D510Mo using Intel Graphics Accelerator 3500 (driver only provided thru windows update) but I don't know.
Tried a fresh install from windows 8.1 with update iso and still the same issue. It started to happen after this last update.

    Best wishes

What about manually deleting the registry entries, which are responsible for this?

You could instead go for an updated 8.1 iso and off 2013.

OneDrive has nothing to do with this issue.

I also have this problem with Windows 8.1 Update 1.

Workaround if you don't use OneDrive:

    - Install Unlocker 1.9.2 (I recommend to NOT install the promotional toolbar)
    - Use Unlocker to rename the C:\Windows\System32\SkyDrive.exe file to something like SkyDrive.exe.bak

    Thanks to
    fahrenheit451.

    7zip

Had the same issue on both my yoga and surface. 7zip ended up being the cause. Haven't found a work around yet except uninstall it.

WinRAR, 7-Zip etc. can trigger the problem (I think that's because they use some shell component), but the root cause is almost certainly SkyDrive/OneDrive.
