Check for updates. WU should automatically download latest Windows Update Agent and restart itself
A little off topic here, but something to look forward to: I see W7 getting at least 10-12 updates a month. If that rate keeps up, there is going to be a boatload of W7 updates in 2020, when support ends.
I just installed KB3102810 on fresh Windows 7 Pro SP1 system. Yes it does fixes CPU usages and lists all updates much faster
No. After fresh install of Windows only installed update patch Windows6.1-KB3102810-x86.msu Windows6.1-KB3102810-x64.msu and then checked for updates. This listed IE 11 as one of updates which was installed I have tested this on multiple systems Windows 7 Pro and Ultimate and in test environment of Windows 7 Enterprise.
just make sure that date time & timezone settings are proper on the system. I had 1 machine which failed on 1st attempt later finding that date was 1 day back. not sure if activation also matters (all my systems are officially activated)
Updates in Windows 7 needs some minutes before appears. It happens to me before the GWX program released for Microsoft for obtain Windows 10
First update check took me exactly 2 hours on clean install without any updates installed on my crappy netbook. After installing IE and KB3102810 2nd update check took 2, maybe 3 minutes. I checked this few days ago
So IE 11 is also a prerequisite for Windows Update fix. Thanks @mysteriously for the guide. my lan systems used do not need IE11 and we leave it end-user to decide whether to install IE 9, 10 or 11 depending on development needs. so never followed it will test the speed with IE11 installed on fresh system.

What I need to do? Wait until WU answer? Or reinstall Windows creating a ISO with the update (KB3102810) integrated?
