Not really sure if this will help but, my dad has the same notebook and I couldn't flash it from dos for whatever reason. Also the only way I was able to get it to work while inside windows was to do it from a 32-bit installation. The flashing utility wouldn't work from his 64-bit os even though I had gotten it from 64-bit bios off dell's website. It was a bit of a pain, but it all worked out in the end. Also, stick with a 32-bit windows 7 when you are done; between the lack of video driver support and whatever drivers windows update gives you on 64-bit the video has a tendency to freak out and just give you a black screen when coming out of sleep or hibernation. 32-bit,however, works just fine... just my two cents.
