Updated post #1 to make it even clearer (..ie.. idiot proof ); that you're on your own if you're trying to use this with Windows Server. Because as repeatedly stated it does NOT work with Windows Server and there is NO working solution for Windows Server. Nor is it within my known skills to make it work with Windows Server. This works ONLY for Windows 10 Enterprise LTSB. Period. Now if you have a working solution; I'd more than welcome it.
Out of scope You have an issue that appears to be affecting only you. As such, I would not know where to even begin to correct your issue and I would assume something is wrong with your Windows install or you've used 1 of the many other config tools here which have changed your copy to an extent of which the usual norms no longer apply. Any and every possible solution I could think of would require admin level access and for whatever unknown reason your system no longer conforms basic norms. I'd suggest you either undo whatever changes you've made or install a fresh copy of Windows 10.
Excellent! Works on LTSB, Server 2016 Standard and Server 2016 Multipoint perfectly. Only real change I did was use my own app packages from my .576 Enterprise disk. Thanks.
Previously there were two cab files to be integrated. 1) Microsoft-Windows-Internet-Browser-Package~31bf3856ad364e35~amd64~~10.0.14393.0.cab and 2) Microsoft-Windows-Internet-Browser-Package~31bf3856ad364e35~amd64~en-US~10.0.14393.0.cab depending on your language.
I would think they would be in a mounted wim somewhere. I am converting a much altered Enterprise wim to esd right now, and am about to watch some tube with my wife. So, I don't have time right now to look for these, but they must be there somewhere. I really don't know. Perhaps perusing the MSMG toolkit command file will tell you since it does REMOVE those packages.
