It does not allow any modification.

e.g. The Reconstruction Source image needs two packages A and B.

The Reconstruction doesn't allow modified Source Edition mum which should include A and B packages.

The required Package depends on Build. e.g.
26100.1: Two packages.

Q: Is there a way to do Reconstruction for all Editions and Languages?

 

Here's a lite version (rebuilt from validation OS 26100.1).
I've installed the enterpriseS SKU with an iotenterpriseS key.
For the language, simply modify the winosr25 lang pack with your language. This OS can be expanded according to your needs.

 

Would you mind sharing more details? on howto and source's needed... as i don't wish to waste time on the wrong thing...

 

To put it simply, you need Windows Server Standard Edition, Validation OS Edition, EnterpriseS Edition and the Lang Pack Server as SXS sources.
