Way to force install unofficial packages:

You can try using the substitution method.
1.Put these two folders(amd64_microsoft-windows-servicingstack_31bf3856ad364e35_10.0.26100.1_none_065309a92fd714e9 and Catalogs ) into Windows\WinSxS
2.modify Windows\servicing\Version\10.0.28000.1 to Windows\servicing\Version\10.0.26100.1

This allows you to work offline and install the modified components on version 10.0.28000.1 of the system.

After finishing, delete or restore the modified or added content in the registry and Windows

28000.1 Windows\WinSxS\does not have Catalogs; using (amd64_microsoft-windows-servicingstack_31bf3856ad364e35_10.0.26100.1_none_065309a92fd714e9 )requires Catalogs

You can create blank catalogs yourself
