I have not edited inside manifests and changed 26100.1 to 28000.1 probably puresxs captures version missmatch from manifest versions. I hope 26100 dism bypass such version missmatch. if i edit manifest versions i should also create and sign all child packages .cat files. I did not want to spend so much time on it. I am more interested what dism.log or cbs.log complain about. If enterprises .cat successfully pass and child package .cat gives sign error they can be fixed. I do not see puresxs complain about enterprises edition root package .cat and mum or update .cat or .mum Need to decompress all manifests, change versions, create .cats, sign all. Time consuming but possible
Copy all files to 28001.1 pro winsxs folder with servicing/packages/*.* files and winsxs/manifests/*.* copied to winsxs/ folder and use puresxs from winsxs/update.mum it need other 28000.1 files to be copied i guess

If the .cat files has right hash and sign what any other check there is to txt files (to mum and manifest not binary). I successfully edited license file to enterpriseg multilanguage and installed with dism without problem.
It does not complain about hash or signiture. Manifest files are not inside folders that can result can not find if any folder name change
