No, you have to keep the en-US language. This Enterprise Edition only supports a maximum of two languages (zh-cn en-us). We have to keep one of the two for the MUI patch, so I kept en-US.
This version does not support the OOBE (I haven't found a solution yet). There are two possibilities: unattended access, or when you reach the OOBE, you press CTRL+SHIFT+F3. The PC will restart in audit mode, and then you can create an account.
