The guy who made UpdateOS doesn't know how to fix 2274/2276 either. I wonder if 2274/2276 integrates successfully into Azure/Server cuz what if offline dism integration for these updates is broken by Microsoft although unlikely but I will test updating 25398.1 azure to .2276 later or tomorrow to confirm it's not a bug with Microsoft. So far no one knows why it's broken.
