WinVOS reconstruction successful. I created a WinVOS 25 Edition without the Windows-WinVOS-EditionOnly-Package. I rebuilt WinVOS 25 Edition as a WinVOS Edition with the Windows-WinVOS-EditionOnly-Package. The OS boots correctly, and I can share WinVOS 25 Edition upon request.

BTW. I testd and tested in same way, sometimes fine; sometimes no. All for InternalBuildPackage-ServicingStack-OneCore-InstallOptions-Package~31bf3856ad364e35~amd64~~10.0.26100.1.
