Why zh-CN Cannot Stand Alone. Because Simplified Chinese (zh-CN) is structurally classified as a Partially Localized Language (MUI Type), it is incapable of operating as the lone root language file. It need en-US as fallback. Because of that it need an unattended file. Without that, the interface language will automatically switch to en-US, unless a boot.wim that supports that specific language is used. So, The same applies to other partially languages. So far what are the releases that can be reconstructed among : - Microsoft Hyper-V Server (2008, 2008 R2, 2012, 2012 R2, 2016, 2019) - Azure Stack HCI (19H1 Preview, 20H2, 21H2, 22H2, 23H2) - Azure Local (24H2, then rolling releases 2504, 2509, 2510, 2601, 2603, …) Some of them could potentially be based on Windows Server core minimal installation option.
