I often report these kinds of issues; they start with a message and then hide it behind some sort of "test construct" or evasive message.
I'm gathering the packages I can... I'll try uploading them to a platform now, since I have better internet for uploading each package... But I think you made some updates that I might not have... so I need at least the checksums to be sure I have the latest versions of the packages. note: I haven't managed to get the 22000 starter packages.

I hadn't seen 22000 starter, starterN and the links are down @acer did you download it? alias for 26100 starterN, you didn't do it, right? Now I need to capture the enterpriseS and N to make starters with all the upgrades but thanks for now
For the Starter editions, performing an upgrade requires repackaging and modifying cumulative updates—such as SSUs and LCUs—to make the update possible. It is much the same scenario as with builds 22000 and 22621 for Enterprise LTSC: repackaging is necessary for integration.
I actually did download them at one point, but I no longer have them saved. Sorry about that! I did request TesterMachineOS to add them to the OP page though. Hopefully someone else managed to keep a copy!
