NetFx4 is in EditionPack of all Editions. The latest Starter(N) is no more in full structures because Microsoft just uses it as Reconstruction "Source". As xinso said: Reconstruction "Source" does not have to be "full" image, instead, it can be "anything". You want NetFx4? Add it back.
