Why doesn't Microsoft create a 1742 base, like they do for the OS validation build? Are all the packages written for 1742?

For the time being, "mum x" equates to a "cat plus reg" in two stages: 1742 and 9807. I didn't quite grasp the part about how "mums" splits into 9 "numx turbostack" units.
