22000.3260, the very last CU? 22000.1 LTSC License is 10. WinX won't work. And no CU to update it. 22000.1 AC License is 11. WinX will work. Solutions? Add Enterprise License to LTSC License package. (The very last CU supports Pro. Pro's default License is Enterprise, not Professional. Of course other varients shall work as well.)
