i try to add offline Microsoft-Windows-Security-SPP-Component-SKU-EnterpriseNEval-Eval-Package~31bf3856ad364e35~amd64~~10.0.26100.1.mum. i have 2 required manifest files.
i've made new cat file by makecat , but dism shows 8009202b CRYPT_E_NO_TRUSTED_SIGNER

Back to topic: I've just finished polishing my 20348.1 Reconstruction with gailium119's stuff and Skylined's en-US Client language pack. Lovely.

Q: Where are "38" 20348.1 Client language packs?

 

I can't update my 20348.1, the LCU does not for client desktop. Seem like we need create client version with 20348 desktop.
