Once it says that Windows if activated though then you can keep it disconnected and the PC should remain activated. Microsoft do list an internet connection as a requirement for Windows 10. The main reason for this is that the OS is designed to receive a lot of updates. That's why I wouldn't update anyone to Windows 10 if they plan on keeping it offline, especially while Windows 10 is still buggy. You could tether your cells data to the PC to gain activation. That should work. The main advantage that you'll have with the loader method is that an antivirus will never screw it up. It should remain activated no matter what he does to the PC.
