    Can you recommend me a Help Desk software that allows managing all trouble tickets and assign the ticket to one of IT team?
    The Program should be able to function without an internet connection, only through the network connection

    I am a user of very good "ZendeskHelp Desktop Software". It gives appreciable results. I would recommend you to have it. It includes all requirements.More than this you can have a sigh of search on this.
