    Yes, the hardware ID is the one that you said and that is in the driver.

    Just an idea. you could install

    Driver Magician 6.0
    Driver Booster 11.1
    CCleaner 6.19.10858

    in windows 8.1, run each program, to see what graphics driver they offer, if any...

    Those programs only search official drivers, so they do not offer drivers for Windows 8.1.
    Something simillar that works with unofficial drivers is Snappy Driver Installer, and it installs the same driver (The one that gives error 43.).
    There has to be a way to solve error 43.

    Maybe you could explore "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Administrative Tools\Event Viewer" to see which files are causing error 43, then replace them with files from a working windows 10 driver ?
