EDIT: If you want to get a free version of Windows don't bother with this. Just install Pro, and then enter ServerRdsh product key. Book activated.

@xinso said that Starter is automatically activated for free so it is very useful. They explained how to convert another edition to Starter and activate it, which works. But I want to clean install, not add certificates and change the key of Home.

I tried to add an ei.cfg and PID.txt in 16299 but it just says that the product key doesn't match any available editions.
This used to work in 15025 (but I don't think it did in any later builds).

How do I switch the edition, key, and certificates of the ISO/WIM, or "unlock" the Starter edition in it? Sorry if this is a noob question.

It was once possible with a very old insider preview version to create starter.

All windows 10 sku's can easily be activated with a free HWID, specially Home + Pro (and their N versions) and Pro-WS.

I already know both of those things. I am specifically asking if it is possible to create a Starter ISO. If not, why not?

I also tried doing this, with the 17133 products.cab

    MediaCreationTool.exe /selfhost /Eula Accept /Retail /MediaLangCode en-us /MediaArch x64 /MediaEdition Starter

It created an ISO successfully, but the ISO shows the same error when you try to actually install it.

I snagged my ISO from BA, it's not the latest version though & just burned it to a DVD.
    I installed in Hyper-V fine.
Wouldn't activate though as I had no key & no activation tool apps would run in 'S'... that's how the W10 'S' was then, assuming that is still the way it is.

I had no problem updating to the latest version back then, then one day it just turned into a Pro version but was still broken w/ the 'S' features.

Remote Server is a Client SKU, used for “personal session desktop” collections, in RDS deployments. You still need WS2016 as RDCB and RDWA, but can now use latest client version instead of using full server OS for single-user-owned terminal server. Depending on licensing can be a nice kick to VDI, if doesn’t require SA from each client.

Note: personal session collections can be created via powershell only

Windows 10 S is not Windows 10 Starter.
Windows 10 Starter is even more limited than Home, but can run desktop apps, and is going to be FREE!

Windows 10 Starter is not going to be free. It's a leaked edition that can be activated because of a bug in activation servers and probably it will be never released.

I was not aware of that. Thank you. I wonder why it still activates?

It suggests that Starter is the smallest in footprint, unlike other SKUs.

Well, I am struggling with Client as Server with customized Server Roles and Features now. Have a good day.

The smallest? That doesn't make any sense. Why would the package be bigger, then?

All Windows Client Editions are built upon Starter (hence the name) since Windows 8
    just check
    C:\Windows\servicing\Editions\EditionMatrix.xml
    C:\Windows\servicing\Sessions\Sessions.xml

it was and will be never released as acual complete edition
it's only side effect of UUP dump to offer some unofficial editions packages
