AFAIK, this is impossible with the environment you have defined.

    - DISM/imageX extract X64 install.wim to new drive (e,g. X: )
    - CMD: bcdboot /X:\windows
    - reboot
    :D

Drive X: have not folder "windows".
X have only: boot, sources, efi,...

No, not extract the ISO to X: :D ; .........it seems you don't know DISM/imageX.

OK, mount the ISO, goto sources, and copy install.wim to C:\

format X: to remove what you did.

    Open CMD (Admin), enter:
    Dism /apply-image /imagefile:C:\install.wim /index:1 /ApplyDir:X:\

After it's finished, you can see all the windows files in X:

    After DISM finished:
    - in CMD(admin), enter: bcdboot /X:\windows
    - reboot
that's it, proceed with your X64 setup from the OOBE setup screen.

My pc current running win 8. I had upgrade RAM to 4GB. Now, i need fresh install win 8.1 64 bit.
My HDD have 3 partition: C (contain win 8 os), D and E (contain data).
if i use this method and install win 8.1 64bit on partiton C, my data on D, E can lost?

Unless until, you select to erase or format those partitions, you'll not lose your data.

Anyway, take a backup though. :)

LOL, you do have new surprises in every one of your new posts.

The method I said was to install a windows in another drive from your current windows, and now you said you wish to install a 64 bit over a 32 bit in C: ??? Sorry, no way, better get a USB FD to fresh install it. (It could be done, but too complicated and difficult for you, man. :p ).
