This is all good for deleting files/folders but if you tinker too much around you won't able to install stuff on your system or run other apps normally & besides Trusted Installer there's also some files/folders owned by SYSTEM (mainly in Windows folder). So unless you know what you're doing its best to use third party apps like killbox or unlocker !
What?????????? This is a GUIDE of how to delete undeletable files not a place for you to recommend other methods!! and just to comment on your post, I tried both methods and both of them failed which is why I made this guide!
Just saying.... bot into another OS, open the folder from there and delete. This USUALLY works, but not always... thats when I try unlocker. Generally speaking though I find unlocker pretty much useless except for those occasions when a file can't be deleted even from another OS.
another OS????? Jst to delete a file????? What an idea man!!!!!! A small aplication 'unlocker' is enough man!!!!
Regarding that booting into a second OS, you can do it very simply from a ubuntu/ knoppix live cd. You dont need to install anything, it runs off the CD. You can browse your stuff and delete whatever you want. Dunno if somebody's mentioned it, Malwarebytes Antimalware has a nice "File Assasin" feature which can delete locked files.

If it gets to the point of nothing "normal" works, I boot from an Ubuntu LiveCD and just delete the files in their normal location and the Trash bin. Gotta be careful though.
