Followed 1:1 with the guide and a fresh Vista Enterprise 32-Bit, makes it up until switching to receive Server 2008 updates then hitting 0x8007000E.
wutno: I'm not sure what you mean by the comment: Followed 1:1 with the guide Are you saying you received the error code when you were performing step #27 of the guide that's in the original post of this thread?
New test done on fresh installation. No issues here. Most error codes can be fixed with a reboot and retry.
Burdus77: Thanks for making us aware of the results of your new test clean install and update. Am I correct in assuming you used Windows Vista Ultimate SP2 64-bit? I did not plan to do another test clean install and update of Windows Vista Business SP2 64-bit for a few more months. However, I want to make sure the current guide is still valid and working okay, so I plan to do it again after the next "patch Tuesday".

Yes, that's where it got stuck for me. Previously if I ever got that error code a simple reboot and rescan would fix the issue. But this time I just couldn't get past that error again. Applied the WU_DATASTORE_FIX, did a reboot and WU was back up and running. Picked up the Server updates first time after the fix was applied.

It took me awhile, but this is what I did and what happened: BypassESU-v7-2008 was deployed, then NET 4 Bypass (option #7) was installed, then a reboot was done. A Windows Update scan was done and the KB5041024 MNF update was displayed. While trying to install it, error code 800B0109 appeared. Another reboot was done, then another Windows update scan was done, but the same problem occurred. I then decided to manually install the KB5040673 and KB5039882 MNF updates, which were both successful. Another reboot was done, then another Windows Update scan was done. This time when the KB5041024 MNF update was displayed, it successfully installed. I'm waiting to see if the same problem occurs next patch Tuesday, and if I'll need to go through the same procedure.
It will be the same next month. The updates have to be installed manually. Those won't install through windows update anymore. Only the .NET 3.0 update will install without the bypass. The 3.5 Sp1 and 4.6.2 updates will need to be downloaded and installed manually with the bypass every month. That's the only way they work for me now. Once all 3 are installed then the NET Framework Security & Quality Rollup will no longer appear in Windows Update.
