Update... I've placed the exclusion in my AV and still fails to activate. I've use "kms vl all" to activate.
in addition, i can no longer get officertool to run properly . it stops at 'checking office distribution channels for updates'

First: I didn't pay close enough attention to my Office 2016 installation the first time, I noticed it when I was reinstalling new machines - I used Office 2016 ProPlus VL msi image. License was already set and OfficeRTool2018Dec02 had no problem activating on Windows 7 With Office 2019 (tested on Windows 10 LTSC only) I used C2R image, installed only Word (to save some time) with YAOCTRIR, @abbodi1406 ´s C2R-R2V_9 and KMS activate with OfficeRTool2018Dec02 - no problem at all. Same installation, retail to volume conversion and KMS activation with OfficeRTool2018Dec02 only - no problem at all. Then I tried(and succeeded) to mess up the license, and OfficeRTool2018Dec02 was unable to activate. KMS_VL_ALL-29 was still able to activate, I didn't spend more time on why this was the case. Howto fix it: With OfficeRTool2018Dec02, check [A] activation status, if PartialProductKey is set or not - if not: [C] Convert Office retail to volume and let it finish. Check [A] again that key is set properly. Now go to [K] Strat KMS activation. SEP and Defender behaved properly, both together and on individual installation. No extra steps was needed. The new icons turned up weeks ago. They're no big deal--exactly the same ribbon, just different icons for it (and a few other parts of the UI). The *new* ribbon, however, is a different matter. This is also called the "simplified ribbon," and it's radically different than what we've known for years. It's enabled (for now) via the "Coming Soon" toggle in the upper right-hand part of the main Outlook window. When you do that, it appears Office-wide. Except I haven't seen that toggle in six months, even with new Office test installs of both Insider channels. Something about the way we install Office--or maybe the way we activate it--seems to stall certain features, like this one. I have no idea how to enable the new ribbon UI without that toggle, but it'll be moot soon, since later this month MS is discontinuing the toggle and just giving everyone the simplified ribbon.
Looks like license is properly set - - - but still OfficeRTool failed to activate. Not sure why this is happening . All Anti Virus was disabled too.
A few observations: There a several articles in this thread explaining, in detail, how to properly install O365 The new ribbon, office-wide, does not require, and is not related to the toggle in Outlook The Simplified ribbon is merely a compact version of the new ribbon and, as of now, is only available in Outlook
@maxama123 I did some more tests on clean Windows 10 1809 and 1903 Enterprise x64 installations and exclusive Office 365 ProPlus x86 Tried to follow your footsteps, it wasn't clear but I assume your OS was x64 No AV exclusions, OfficeRTool´s build in converter and KMS activator works as expected I did 3 clean on 1809 and 3 clean on 1903, not a glitch Spoiler Just to add: OfficeRTool2018Dec02 is unmodified, nothing is updated.
I installed using the setuponenotefreeretail.x64.en-us_.exe file from the MS website. Output screenshot is below:
Mine is activated using KMS_VL_ALL and not using the OfficeRtool. My install is x64. Not a big deal, could be comodo firewall but checked its not blocking anything. Just strange. Correction - Im now using x64bit Office. Thanks @Sajjo.
