My friend used to have the same issue and it was not specific to the Windows OS only to find out the TouchSmart cable is not well inserted as it's totally different and separated from the screen cable. I would suggest you check if the cable is well in place, that is, after exhausting all other options.

I've 3 Windows Tablets, and all of them are working with Windows 10 Home, but Pro!! Touch screen driver from Home, will not work with Pro! Just, mine are not HP's!! I use CSC Wisebooks, for several reasons: Cost SIM-Slot for 3G available and fast Service from seller Those Tablets are 2 10.1" and 1 8.1", which came originally with Windows 8.1 Home. Tested to run 8.1 Pro, wasn't work and also after upgrading to Windows 10, only in Home the Touchscreen is working. According to the Seller, there isn't any driver for 8.1 and 10! The existing driver will work with Home only. Anyway, firstly you should check its the Touchscreen itself! To do that, just connect a USB-Mouse or Bluetooth Mouse and see you could work 'normally' with a mouse. If that work, firstly try to use the Recovery Function of the Tablet, which will be located on a hidden partition of about 4-5GB, to recover to the initial stage! If that works and the Touch is back, just upgrade the OS, NOT do a clean install, which may fail! HP is very tricky with driver related to their product. Some of those drivers work with only 'special' OS'es and upgrades to nex version will fail. I've such bad experiences with HP Products already and therefore decline to buy any more products from HP!
