Check your DNS or try some other DNS.

I think it is a problem with your ISP. You can try pathping whenever you have connectivity because it is more reliable than tracert.

The IP 104.18.46.112 is part of the TRUE Network from Thailand (asianet.co.th is owed by TRUE Bangkok). TRUE is blocking a few .cc chinese websites also. And last but not least: that Website is controlled via Cloudflare/SG, which also could result in some problems.

I think yes the ISP is blocking it as i tried VPN and it was able to open the site correctly.

How come its blocking on PC but not on other devices ? I tried changing user agent to android but still didnt worked could it be mapped to MAC Address ?

Did you try using Google's DNS servers ?

    Primary : 8.8.8.8
    Secondary : 8.8.4.4

Would TAP be causing the interference ?

    I doubt it.
Are you using the same ISP for all your devices ?

Since this problem appears to be exclusive to windows 10 you may also want to check your hosts file and firewall.

Didn't India recently block a whole bunch of pirate/warez/torrent/p2p sites? It could be it. ISP can hijack DNS queries of popular DNS providers to redirect them elsewhere. Try with some less known public DNS providers, or better, with a VPN. That, or the cloudflare server in your area/country where the backup site is being hosted has issues.

Are you using VPN on your other devices ?

If NOT, perhaps a search for extratorrents IP address in your registry may not be a bad idea.
( both hex and decimal )

There seems to be no problem with packet loss. Try to clear the cookies and cache of your browsers first and scan your system for malware.
