    To Add updates Via dism
    you do It this Way

Create Folder in C:\ & name it update then copy the SSU KB4465477 to it then run with CMD (Admin) and install
    dism /online /add-package /packagepath:"C:\update\windows10.0-kb4465477-x64.cab or x86
Then delete KB4465477 in update Folder & copy in KB4464455-x64.cab or x86
Then run this in CMD (Admin)
    dism /online /add-package /packagepath:"C:\update\windows10.0-kb4464455-x64.cab or x86

They will forever continue to patch every single bug in this build without releasing it

bacgroundtaskhost/cortana.signals.dll still crashes in the background after each reboot.

    Meh.

No official documentation of what fixed in new KB4464455?

Concerning the Brightness is set to 50% bug on 1809. There's an official reply from MS:

"We've made changes based on this feedback, and they'll will be available in a future build."

Interesting reply as they already fixed it with build 18262, but still not on 1809. So more to come?

well, that is a good alternative of course, but always is better to learn how to fix a thing instead of avoid fixing it ;)

Not worse than previous ones. They just want it "stable" this time, that's all.

    @TECHNOMAN:
The first step is not necessary, because the KB4464455 contains all fixes, which were already within the KB4465477.
I got the update to Win10 Build 17763.107 by simply running the second step.

You're mixing kbnrs, KB4465477 is not a CU but a SSU (servicing stack update).

Oops - my bad! Thanks for the correction.
Nevertheless I succeeded without having installed the KB4465477.

Googling your issue has led me to believe your problem to be caused by Kaspersky.
