    Because some components updated in 10.0.17763.104 CU had been rolled back to 10.0.17763.1, lol. If you had cleanup your WinSxS store, lol.

    You are right: As you can see here, the KB4465477 had already been installed by WU 2 days before:

    I keep getting update failed when trying to install the latest KB4664455, error code is 0x800f0982.

    I have installed the latest SSU, but still get the same error code for KB4664455. I even tried to uninstall the previous CU, but I also get a error code 0x80070032.
    MS has really messed up on this version.

    Managed to fix this problem with repair installing v1809 with the latest IP CU integrated, and now everything is working again.
