Or, you know, people use the OS as their workstation to get s**t done instead of dig deep into the OS to look for something they have no idea about, since the OS is just a tool anyways.
This is not an amazing news : Microsoft already used to release refreshed ISOs for previous 10 releases. The RTM ones, and some months later, the refreshed ISOs. No doubt they'll continue this way with 17763 and replace draft 17763.1 ISOs
Can confirm when you download the 1803 ISO from VLSC today you'll get 17134.112. Even back to Windows 8.1 Microsoft has released refreshed ISOs. So I expect 1809 to follow the same path, and will likely have an updated ISO when it is released.

That method will result in a (partially) reinstall of the CU, better to offline pre-enable it and let the CU offline update dotnetfx3 or use the option i showed, it will download the most current/updated dotnetfx3 files.
