I had this error also. A workaround was to skip the recent updates that it recommends you select at the beginning of the install. That's apparently where Microsoft-OneCore-DeveloperMode-Desktop-Package comes from.
I did the 1809 install from a memory stick. The first dialog that pops up says "Get updates, drivers and optional features". Radio buttons are for Download updates.... or Not right now. I chose Not right now.
That's when upgrading, clean install doesn't offer that option. i asked because of: If the usb stick contained 17763.1 it could have deleted the user files, when it was 17763.55 or up, all is OK.
Thanks for this. It's an obvious thing to try, but I didn't think of it for some reason. I thought the offending package was one of several .NET Core SDK packages I have installed (or rather have been installed for me by Visual Studio). Searching for Microsoft-OneCore-DeveloperMode-Desktop-Package reveals it is an optional package for putting Windows 10 in developer mode. This fact and your comment show what a mess this upgrade still is. I usually do a clean install to avoid problems but somehow I didn't have the strength for it this time. edit: Not searching for updates (and possibly disable developer mode) made the trick, I succeeded to upgrade. Language support is a bit of a mess right now but is improving slowly with mixed Swedish and English. I think it will be OK eventually. I'm happy with the upgrade so far.
This registry entry is not in v1803. Since my v1809 is not live at the moment on the laptop, I will have to check. The issue is on both restart and closing/opening lid. Disgraceful that MS has acknowledged it but not fixed it. Especially this is not present in 1803 or 19H1. I do not trust that 19H1 will continue to not have this issue. As MS record shows, if this issue is fixed, it will be replaced with 3-4 more issues and then people will look for solutions to those.
I do not see much sense in downloading a 4.7GB iso when MCT gives 3.8 GB or Oct 2018 iso is around 4.4GB. Much easier on USB with FAT32 and booting. Plus 1GB less space and 3-5 GB space freed considering backups.

HP Pavilion 17.3 3840*2160 laptop core i7-6700HQ, HD Graphics 530 Nvidia GTX960M Windows 10 v1809 17763.134 Power options: when I close the lid, do nothing. The brightness issue with this laptop and power settings is not there in 1803 or 19H1.
