I could use some help. Using Paint, I have determined that the New Color used in the Windows Light Theme in 18282 is RGB 200 228 240 #C8E4F0 The problem is this Color is not supported in 1809 Personalization / Colors Does anyone know how to get 1809 to support this Color ?

Contrary to popular inaccurate opinion, you can install Windows from an NTFS UEFI-based stick - you just have to disable Secure Boot temporarily to do the installation; as soon as that's done you enable Secure Boot again and you're good to go. If you trust the installation files (by checksum verification to ensure it the real thing either from the ESD or an already created ISO file) then you obviously trust those enough to do the installation so Secure Boot in that respect means nothing at all. FAT32 is not an absolute requirement to be able to install Windows from a USB stick with UEFI-based installers - you can use NTFS just fine for > 4GB install.wim files. Yes you can still do the ESD thing if necessary but honestly I just disable Secure Boot for the install, then enable it after and I've had zero issues, not one, ever.
When the install.wim >4GB it won't fit on any FAT32 formatted drive, because 4GB is the max. file size limit for FAT32. Standard NTFS formatted install media can't boot UEFI, Legacy BIOS only. FAT32 formatted install media can install on both, UEFI and Legacy BIOS.
